Push vegetables to the side of the skillet and add ground meat. Season with Italian seasoning, salt, and black pepper. Break meat apart and cook until fully browned, about 6-8 minutes. Drain excess fat if necessary.

Stir marinara sauce into the meat and vegetable mixture. Simmer gently for 3-5 minutes to combine flavors and slightly reduce the sauce.

Spoon the mixture evenly into ramekins, leaving space at the top. Sprinkle mozzarella and Parmesan cheeses over each. Add crushed red pepper flakes if desired for heat.
