Crack eggs into a medium bowl, add heavy cream, salt, and black pepper. Whisk until fully combined and slightly foamy. Shred cheddar if necessary and set out tortillas, salsa, butter, and turkey sausage.

Heat a large nonstick skillet over medium heat. Add turkey sausage, breaking it apart with a spatula. Cook until browned and fully cooked. Transfer sausage to a bowl and keep skillet over low heat.

Add butter to the warm skillet and melt over low to medium-low heat. Pour in egg mixture and let sit until edges begin to set. Gently push eggs from edges to center to form soft curds. Stir frequently until eggs are just set but still glossy, about 3 to 5 minutes. Remove from heat to finish cooking off heat.

Place tortillas in a dry skillet over medium heat for 20 to 30 seconds per side until pliable. Stack and cover with a kitchen towel to keep warm.

Lay one warmed tortilla flat, sprinkle with 1/4 cup shredded cheddar down the center. Add 1/4 of scrambled eggs, followed by 1/4 of turkey sausage, then a spoonful of salsa. Fold sides inward and roll tightly. Repeat with remaining tortillas and fillings. Serve warm.
